I would tend to expect that the goddess of martial arts, while probably a very capable martial artist, wouldn't be "the best." Rather, I'd imagine her a little like the traditional concept of the Wulin Sage---someone who watches all the martial artists in the world, sometimes from Yu-Shan, sometimes from nearby and in disguise, and records their deeds and prowess. She makes sure that Heaven and the martial arts world know which ones are the hot and which ones are the not. Thanks to her, the Face Background works!

Lower Spd = Better, Higher Rate = Better. Highest Rate of Weapon in books = ~6 (not counting Charm based effects like GSS)
Therefore, Algorithm = S+(10-R). Leaves some room for charms to bring the total down.
