The gods of storms are supported by the voices of the storms themselves. By reflexively spending 1 mote, a spirit with this charm causes a distant clap of thunder to accompany a single declaration - this explosively loud noise draws all attention in the area to the spirit and allows it to add it's Valor to a single intimidation roll.

The elemental with this Charm is deeply and perpetually attuned to movements of the air. This sensitivity allows it to perceive all changes in weather or uses of airy Essence up to a distance of (Essence x 10) miles. Greater disturbances, such as massive storms or the violent thrashings of a battling Air Dragon, resonate up to a distance of (Essence x 50) miles.

As a storm gathering in the distance heralds its arrival with a low rumbling and the first flashes of lightning, so do the Censors of Yu-Shan signal their intent to commit a surprise audit on a division or bureau of the Celestial Bureaucracy with this Charm. The first sign of a surprise audit is a sudden darkening of light within the division and a low rumble that can be heard throughout the affected area. For the next hour, the power of the Charm together with the fearsome reputation that Heaven's censors have ensures that any evidence of wrongdoing, malfeasance, bribetaking or other breach of the rules of Yu-Shan will not be covered-up by the perpetrators of those acts. Should the hour pass before the inspector arrives, then the Charm's effect ends and any proof of crimes against the natural order can be safely covered up - making the discreet delaying of a censor something of an artform amongst the more criminally-minded gods.
Perhaps unfortunately for Yu-Shan's censors, however, this Charm only affects beings with a permanent Essence less than that of the elemental using it, spirits with equal or higher Essence are unaffected, and thus are merely warned of a surprise audit. This Charm is the exclusive province of the censors of the Celestial Bureaucracy, and while other elementals, or Eclipse- and/or Moonshadow-caste Exalted may learn it, it is a Severity 3 Offence for them to do so.
