The Incunabulum

The body of rules that passes for law within the bounds of Nexus, the Incunabulum consists of thousands upon thousands of pages, all carefully indexed, as each new edict by a member of the Council of Entities must be checked against every previous entry, and any previous edicts that it contradicts are removed. It comprises the Dogma, the six unchanging rules of Nexus; its capital crimes, enforced by the Emissary; and the Civilities, the chaotic and ever-changing body of rules, great and small. For convenience, the Dogma is repeated below, together with any entries to the Civilities that may be added at a later date.

The Dogma

  • No taxes shall be raised, save by the council.
  • None shall obstruct trade.
  • None shall bring an army into Nexus.
  • No-one shall commit wanton violence.
  • None may falsely claim the council's name or sanction.
  • None shall harbour a fugitive from the council's wrath.

The Civilities

  • The Shrine of the Forgotten that stands within Bastion shall be left without acolyte or warden, save for the specific rituals carried out within. Issued by the Emissary (reference)
  • Dragon's Pearls shall not be given or sold to children under the age of 18, in the quantity of more than one per day. Issued by the Doctor
  • All buildings of significant import to the city as a whole, or any property of exceptional value, or any structure constucted before the present Age, must be properly warded against the entities, apparitions, forces, spectres, phenomena, and agents capable and liable to damage, disrupt, disturb, or adversely affect or effect the daily functions and routines of the citizenry of, or the transactions and commerce of, the city of Nexus.   • No one shall attempt to look at Miss Icefire Jasmine if she doesn't like the look of them. Proclaimed by a heavily bribed clerk (reference)
  • The stealing of bones from all persons of saintly title from this day on is hereby condemned. Declared by a porter wasting away from syphilis
  • Gifts with a collective value of less than 1 dirham of silver received from Charred Blossom shall become property of the receiver and may not be forcibly reclaimed. Decreed by the Doctor due to The Blossom Effect (reference)

While I like the two new addidtions, I was under the impression that only the council could issue new ones.

This is true, the Council issues the edicts. But the council is almost entirely shrouded in mystery. The only way people "know" about civilities is through some official making them aware. Short of the Emissary, that is most likely a clerk of some sort. Scavenger Sons suggests there is some sort of bureacracy attached to the council, so I think we're just taking a short cut and saying these edicts have been "proclaimed" by the clerks. - EJGRgunner

A question: Is this intended to be just a new Civilities list, or could/should cannon Civilities be added here as well? I think it would be nice to have a canon section on the Civilities, possibly with a division between Canon and TheNexusProject Civilities. Just a thought. - TzalFlameforge

To my knowledge all of the "canon" Civilities have already been listed in ScavengerSons, and they change distressingly regularly anyway. This is more just for any Civilities that contributors decide to add. - Moxiane
