The Frozen Council

An ancient structure in the far North, the Frozen Council is a manse constructed by an army of air elementals as the council chair for their court. It is still used in that manner, the meeting place for the Northwestern air court under the control of Frost Wyrm. The council chamber is a massive subterranean council of ancient translucent blue ice frozen hard as steel.

The council chambers seats grow as flowing water and freeze into position to suit the bodies of whatever sort of elemental or being wish to be seated, and any word spoken inside can be heard by every other member. It is otherwise relatively spartan, designed as a meeting point and little else. The hearthstone is usually given to the champion of the air courts, often held by the Wyrm himself.

The stone is a small gem, white and filled with streaks that look like a frozen blizzard.
On a moment's concentration from the bearer, he is surrounded by gusting winds that buffet at attackers, knocking away attacks against him. The wearer gets a +2 to the PDVs, and a +4 to dodge DV - this counts as a shield/cover bonus.
