Fangs of the Penitentes

In the north there are countless wonders left unknown to men and gods. The frozen, barren landscape is inimical to travel and without landmark, and wonders of ages past are often long buried under the drifting, featureless white. The wyld is strong there, though, and the deathlords, and in ages past the primordials scoured its surface much as anywhere else. There are many things there waiting to be found, and some that never will. With the capture of the Fangs, though, that landscape is easier to travel and further discoveries may yet come.

A behemoth of the primordials, the Fangs are comparatively benign; or at least, they are without malice. Certainly, they have caused the death of many of those unlucky enough to find them. The behemoth takes the form of a storm of winter phenomena, varying in their nature. Sometimes it comes as a blizzard or as an avalanche; but most often, it comes in the form for which it is named - a massive snowfield, perhaps a kilometer across, that rises and rucks and bursts with spears of snow and ice. Its stated purpose was to inhibit travel in the northern reaches, anywhere that was covered in snow. It does not seek to do any damage beyond that of a harsh winter storm, but it commonly left caravans stranded and broken in frigid, foodless wastes or otherwise killed by exposure.

Now, it is captive as the bound guardian of theTheHoverpope/FrozenCouncil, a powerful air aspect manse in the northwest. It now has as its goal to ensnare any who bring war to the council, to slow to a halt any aggression with lashing winds and freezing temperatures. It is bound by oaths not to act except at the behest of the council's representatives, and usually is manifest now as a single violent stormcloud at the peak of the council chamber and no longer freezes the north.

Essence pool: 100 Soak/Health Levels: 20/20/20, -0x100. The fangs is an enviromental effect, and ignores any effect without the holy tag.

Supernatural abilities:
The Fangs automatically detects any group of magnitude larger than 3 wandering the northern snows. Formerly, it could travel towards any group at a speed equal to that group's magnitude times 20 miles an hour, although now it cannot leave the environs of the manse.

The fangs may transport itself instantly, at a cost of 30m, 3 wp, to the elemental pole of air.

The Fangs typically appears as either of several forms:
The Penitentes, a square kilometer of spiky shards of snow and ice of man-height packed tightly together. Moving on foot is at a quarter of normal speed, and movement by horse, wheel, or ice-boat is impossible. This form is free.
A tornado of freezing winds, which inflict a -2 external penalty to movement and sight on the ground, and a -5 external penalty to movement and sight to anything airborne. This form costs 10 motes a scene to assume.
A blizzard, covering one square mile, which drops a foot of snow every hour, granting a fatigue penalty of -3 to all attempting to move in the storm and inflicting the environmental damage of a supernatural ice storm. This form costs 20 motes to assume for a scene.

The Fangs may entrap targets in blocks of ice, an unparryable clinch attempt, at a cost of 6m per attack. This attack may only use a hold, not a crush attack; if captured, targets are at a -5 internal penalty to escape the clinch if they do not resist cold temperatures. It may target anyone in its sight, which usually means within its square kilometer of effect, but now usually means inside the Council Chamber. This is a simple action.

The fangs may double the speed of a target's action; it spends 6 motes, and rolls intelligence + martial arts at a difficulty of the target's essence. This is a reflexive action, and is not stackable. .
