Moxiane’s Dragon-Blooded Lore Charms
The following set of Charms all modify or affect the so-called “bolt attack” Charms of the Dragon-Blooded. These are, specifically, Elemental Bolt Attack and Elemental Burst Technique. Whenever a Charm below refers to a bolt attack, the effects can be applied to either of these two Charms. Unless specifically noted all of the effects of the Charms below are compatible with one another.
Elemental Razor Method
Cost: None Type: Special Duration: Permanent Min. Lore: 3 Min. Essence: 2 Prerequisites: Elemental Bolt Attack
The character’s control over the elemental forces of Creation gains focus with this Charm, allowing the blasts of raw Essence that he can create to pierce even the densest armour with ease. The character’s bolt attacks now inflict Piercing damage.
Elemental Whirlwind Prana
Cost: None Type: Special Duration: Permanent Min. Lore: 3 Min. Essence: 2 Prerequisites: Elemental Bolt Attack
The connection between the Dragon-Blooded and the elements is a strong one, and although to begin with conjuring up the raw stuff of elemental Essence can require some effort, as the Exalted gains in experience he can do so easier and with less concentration necessary. After learning this Charm the character becomes able to invoke bolt attacks multiple times per turn – the Charms themselves retain their Simple type (thus the character can only use one of them in a turn), but rather than being an exclusive dice-action their use becomes a splittable dice-action, just like a melee attack would be. The character still suffers from multiple-action penalties as normal, but the only limit on the number of times in a single turn that the character can use a bolt attack becomes the amount of Essence he is willing to pay and the size of his dice-pool.
Elemental Lance Prana
Cost: None Type: Special Duration: Permanent Min. Lore: 4 Min. Essence: 2 Prerequisites: Elemental Bolt Attack
The elemental mastery of the Dragon-Blooded is a thing of passion and emotion, something that can affect them poorly when it comes time to be precise about the application of power and so those who wish to truly master their elemental souls learn this Charm. Whenever the character makes a bolt attack add his permanent Essence to the dice rolled to resolve the attack.
Elemental Rage Assault
Cost: 1+ motes, 1 Willpower Type: Simple Duration: 1 scene Min. Lore: 4 Min. Essence: 3 Prerequisites: Elemental Bolt Attack, Elemental Empowerment Meditation
By partially unleashing the dragon that sleeps within, the Dragon-Blooded can gain access to the never-ending fury of the creature within his heart, bringing it to the fore with a massive display of force and power. Every mote that the character spends on this Charm adds 1L to the damage of all bolt attacks that the Exalted makes for the remainder of the scene. The character can spend no more motes than his Lore when using this Charm.
Elemental Lash Attack
Cost: 3 motes Type: Reflexive Duration: 1 turn Min. Lore: 5 Min. Essence: 3 Prerequisites: Elemental Rage Assault
Strengthening the bond between the elemental Essence that she can control and focus, the Dragon-blood learns how to envelop her opponent in strands or nets of fire or lightning, forcing them to try and break free or face the wrath of the Exalted again and again. This Charm must be activated simultaneously with Elemental Bolt Attack and causes the Charm-powered offence to wrap around the target, the Essence of this Charm sustaining the blast for longer than the instant it normally exists. . At the beginning of the next turn, both Exalted and target roll their permanent Essence scores in an opposed check - if the Exalted wins then her target suffers the same amount of raw damage that he did from the initial strike of the Elemental Bolt Attack. If the target wins then he breaks free of the Essence before damage can be inflicted.
Elemental Dragon’s Stamina
Cost: None Type: Special Duration: Permanent Min. Lore: 4 Min. Essence: 3 Prerequisites: Elemental Burst Technique
The acquisition of this Charm is often a long and arduous process, since the Dragon-Blooded must learn to call upon strengths deep within her that she may never have realised existed, and to surpass limits that other Exalted take for granted. This Charm doubles the number of motes that the character may spend on a single activation of a bolt attack. A character can learn this Charm a number of times equal to his permanent Essence, each time increasing the multiplication effect by one (i.e.: a character who has learned this Charm three time can spend up to four times her Stamina powering a single application of Elemental Bolt Attack).
Elemental Heart of Fury
Cost: 3+ motes, 1 Willpower, 1 Health level Type: Simple Duration: 1 scene Min. Lore: 5 Min. Essence: 3 Prerequisites: Elemental Dragon’s Stamina, Elemental Rage Assault
Tapping further into the dragon that lies in her heart, the Chosen becomes able to concentrate her strength and power into her anima, allowing it to flare out and then tapping it directly at need to power her elemental attacks. Every three motes committed on the activation of this Charm counts as one mote spent on every bolt attack that the character makes for the remainder of the scene. The normal limits on expenditure of motes for bolt attack Charms apply, and the character must use a bolt attack to gain the benefit of this Charm – it does not allow an Essence blast to be conjured from nothing.
Elemental Splinter Attack
Cost: 2+ motes Type: Reflexive Duration: Instant Min. Lore: 5 Min. Essence: 3 Prerequisites: Elemental Burst Technique, Elemental Lance Prana
The control of the Chosen over the elements and his own Essence has now grown to the point where he can maintain his composure even while channelling the fury of the Elemental Dragons through his body, and focus his attention on multiple targets at once. For every two motes that the character spends on this Charm the character can direct an extra bolt attack at any target within range (the same target if desired), although the total number of bolts including the original cannot exceed the character’s permanent Essence. All of the bolts are resolved with a single attack roll. Elemental Splinter Attack must be activated simultaneously with a bolt attack.
Elemental Scourge Prana
Cost: 3 motes Type: Reflexive Duration: Instant Min. Lore: 4 Min. Essence: 3 Prerequisites: Elemental Burst Technique
The elements of Creation are at the command of the Dragon-Blooded, and one sufficiently well schooled can learn to concentrate the strengths of her Aspect, to further enhance the power of her Essence-based attacks. This Charm increases the post-soak damage of a bolt attack by the Exalted’s permanent Essence against the type of creature listed that matches her Aspect from the selection below. Elemental Scourge Prana must be activated simultaneously with a bolt attack.
- Air: This Charm is effective against the Little Gods.
- Earth: This Charm is effective against the forces of the Wyld.
- Fire: This Charm is effective against demons and the forces of Malfeas.
- Water: This Charm is effective against the elementals that swarm across Creation.
- Wood: This Charm is effective against the forces of the Underworld.

I like all of these, although the modifier charms more than the later ones I admit. (Scourge is good though.)
That said, the piercing mod seems a little powerful for it's pre-reqs... I might up it to ess 3 and lore 4. Finally, if you can split die pools with the whirlwind, does that let you save actions for defense?

Yes, it does, I think. Elemental Whirlwind Prana has two main purposes, 1) to allow you to make multiple attacks and 2) to make using Elemental Bolt not sucicidal, as you can split for defences too, rather than just having to rely on armour and Flickering Candle. - Kraken
