It's an ad-hoc function of everyone. It's the Sidereals as Exalted policing the mandate of heaven that Creation is ruled by Man.

Oh yeah. There are gods in the Bureau at every level. The Sidereals are like the 00 agents of a larger organization, except 00 agents that have a direct promotion line into the top ranks.
