Fallen Lapis is (or was) the capital of the nation of Ardeleth. In RY 764 Ascending Water, all inhabitants of the city were slain by the spell Cantata of Empty Voices, as part of the Realm-Bull War. The Battle of Fallen Lapis is described on p. 41 of Books/KingdomOfHalta
