Tinal is a sprawling port city, with a natural deepwater harbor to provide shelter to deep berthing ships, and nearly islands that can scan far otu to sea and provide both early defense and warning of any impending army. In many ways, Tinal is the heart of the Southwest, and as it goes, so goes the Hundred Kingdoms. It boosts two acadmies and the finest craftsmen and entertainers on the Violet Coast, as well as holding the largest concentration of the Terrestrial Exalted- three full bloodlines of the Chosen trace their ancestory back to Tinal, and one such family largely governs the city.
That said, it is a provincial city, relative to the wonders of far off Nexus or the near mythical Imperial City. In the scheme of the world, Tinal is as unimportant as cities go- it boasts no legendary works of art, no warriors whos names are known across Creation, no mythical import or export.
Tinal is run offically by the Council of Elders, a collection of officals who set the taxes, command the local military, and establish the laws and serve as the judges of last resort. At one time, these were the eldest citizens of Tinal, but it was decided in time immemorial that the Eldest should be able to choose their own successors. Since that time, certain families have always had a seat on the council, while the council of the wise oft goes unheeded.
A suprisingly complex bureaucracy has also sprung up in Tinal, the deteritrus of several hundred years of government without a single vision uniting the city, and trying to balance the delicate web of alliances that unite the Hundred Kingdoms and keep Tinal itself safe. Citizens must have papers demonstrating their citizenship to their Cantrev, and their taxes are based both on where they were born and whom they are currently serving. To sell goods, a citizen needs to be accredited and have a license. Weights and measures are taken off a somewhat flexible standard- it has changed twice in the last thirty years. The various business are organized into guilds and unions, and have a dislike of non-members practicing, creating yet another layer of paperwork.
Everything you could want can be found if you start in Tinal- although where you start is hardly a guidepost to where you will end.

The Council of Elders
Yo San, Dragonblooded of the Water Aspect: At 50, San Yo is barely in his prime as a Dragonblooded. He looks only thirty, his Water-aspect heritage showing clearly in his dark green hair and the too-smooth shininess of his faintly blue skin. San Yo is nominally married to Gentle Mist, but is also a known playboy who sleeps around shamelessly. It is not certain how many, if any, children he has fathered- but it is known that he has no legitamite heirs.
Sien Faunel DariusSolluman/TinalionCantrevLordsFaunel) (San), Dragonblooded of the Air Aspect: Yo's older sister, an Air-Aspect, she is the dreamer of the Council. A beauty with long white hair, pale skin and silver lips, Sien is married to a distant Cantrev lord, Fanuel. She raises her children, prefering they get what culture and education they can in Tinal, and hoping to send them off to make their fortunes in the Scavanger Lands. None of her children have Exalted yet, but only one has passed the point of hope- and he is marked with strange ways anyways, a depth of perception and groundedness that scared adults when he was still young, and can unnerve those not ready for it today.
Burnished Onyx: A darkly brooding older man, with skin sleet grey and hair the color of a deep opal, slowly being fringed with frost, Onyx is one of the most feared members of the council. Not for any direct power of his own, but for his parentage- his father is the Lord of Winter, the Onyx Dragon. The circumstnaces surrounding his birth are whispered at night, but it seems unlikely he was the union of much love. Nor does love seem to warm his heart- he is called the Still Lord, and some whisper that ice, not blood, flows in his veins. He speaks seldomly and lives modestly, and alone. THe only exception was a brief afair conducted with San Yo's sister, a few years ago.
Guildsmen of the City
Coiled Serpent, Chief of the Honorable And Secret Order of Brass and Steel: Coiled Serpent is one of the cagiest weaponsmiths to ever draw breath. Although the quality of his actual work is only middling, he is an accredited master in the Honorable and Secret Order of Brass and Steel, and his masterwork blade, the slender chopping sword Tiger's Breath hangs over his fireplace. He is functionally the chief of the guild- although there is no single offical head, his word carries so much weight through political manuverings over the years that he can see to it that people are armed or not as he wishes. The ability to arm the populace is one not lost on the Council- they make sure to keep Coiled happy.
Other Notible Figures
Domo San, Dragonblooded of the Wood Aspect: Only not on the Council because he doesn't wish to be, Domo San is a wise man, the leader of his family and one of the most powerful people in Tinalion. A Wood-aspected Dragonblood, he prefers to spend his time in the gardens and attending plays than dealing with the day to day meanderings of Tinalion's management- but doesn't hesitate to exert a tremendous force over his children and the rest of the Council when he wants something done. He is approaching a 150 years of age.
Dame San (Gui), Dragonblooded of the Water Aspect: Domo San's wife, a Water-aspect who married out of political expedience; her family nominally owned much of Cantrev Gui, but lacked the funds to hold or use the land. San Domo restored the family lands, and she now spends most of her time maintaining the lands. She visits the city rarely, prefering the country life. She is also busy raising two illegitamite children- only ten and twelve -fathered by one of the house Slaves, and kept well out of Domo San's sight.
Gentle Serpent, Wife of Yo San: Gentle Mist was a singer and dancer of surpassing beauty and grace, besides being the daughter of an important Guildsman, Coiled Serpant. Unfortunetly, she is unable to have children- she miscarried her first son, and the damage done prevents any future hope of pregnancy. Her relationship is cool to the point of ice with San Yo- she was married to him as a favor between her father and Yo's father, Domo San. It is common gossip in the city that Yo San intends to divorse Gentle Mist within the year, unless she gives him a son.
