Character Description
The heir to the throne of Thorns, he was deposed by his younger brother with the aid of the Dragon-Blooded. Blinded and broken, he languished in the Autocrat's dungeons until the Mask of Winters freed him and granted him the Black Exaltation in preparation for his attack on the city. He was a peaceable man before his imprisonment, a scholar and a poet, perhaps too gentle to rule a city in the Scavenger Lands; but ten years of darkness have gnawed at his heart, leaving him hard, bitter and cold.
Aged beyond his years by his imprisonment, Red Iron Rebuke looks old and gaunt, with thinning gray hair and beard encircling his bald pate. A scarlet cloth covers the ruin of his eyes. Blind as he is, he has little care for the cut or color of his garments. When he arranges himself for battle, he takes up the sword and the bow; Mask of Winters has taught him to channel death’s Essence, but he prefers to rely on steel when he hunts men.

One of his artifacts should totally be creepy metal eyes!
Ooh, creepy metal eyes! That would be cool. However, I did have my heart set on having him show off his scars to the PCs. :) And what's the point in having a blind archer if he's not really blind?
Maybe he'll have no eyes in the first encounter, and if he survives (always an issue with NPCs), he'll come back with creepy metal eyes... eyes that can fly around through the air... watching, always watching...
He could have creepy metal eyes and horrible scars around his eyesockets from where his non-creepy, non-metallic eyes were ripped/burned/whatevered out. Come to think of it, he probably wouldn't have working eyelids in any case, so creepy metal eyes would look like the Terminator's -- just a metal eyeball bulging in the socket with scars and stuff surrounding it, looking all creepy-like.
...the scariest thing being he'd never blink. Ever.

Maybe it would be cooler tomake the blindfold he wears magical. That's what lets him see.
I like blind archers. I had an idea for a Sidereal blind archer, Chosen of Battles, who determines the course of battles or even wars by slaying the most important person on one side with a single arrow.

These are all interesting suggestions for giving him vision, but personally, I think he works best if he's actually blind. That way he can do Daredevil-style stuff with enhanced hearing, smell and touch, and he can likewise be thrown off by the PCs if they attack those senses.
