I think the Sun's Ray is -probably- artifact 3, but like you I can't be entirely sure. The spell battery is a quite often seen idea, and I like the idea of a single solar spell, but I think it should have a commit cost, and/or restrict those motes to being used for sorcery - I know a commit cost seems like a waste of an artifact that adds more motes, but the important thing is they're -personal- motes, and people usually commit from peripheral. This makes this artifact really valuable for any celestial exalt, any stealth focussed exalt, or any dragonblooded that doesn't want to set fire to stuff or shred nearby tapestries. So here are some bracers and amulets my friends and i made.

Amulets
Monkey Pendant ~ art 3 ~ Orichalcum ~ 4 committed
This amulet shaped like a brachiating monkey, grants the wearer their permanent essence in automatic successes to acrobatic related athletics roll and the ability to walk and act on vertical or inverted surfaces, like walls and ceilings. There is a single hearthstone socket on the back of the amulet.
note: this artifact is high level three in my books, it is in play in very epic game with many powerful artifacts. in most games i think this might be a low artifact 4.
The Suns Ray ~ art 3 or 4(i cant decide) ~ orichalcum ~ 4 committed
This orichalcum amulet is heavily decorated and shaped like a single glorious ray of the sun. It glows with the barely contained radiance of one of sol's rays, leaking essence into the anima of the attuned, halving the attunement of all his orichalcum equipment.
Bracers
Combat Bracers ~ art 3 ~ Orchalcum ~ 4 committed
These bracers are heavily built to cover the entire forearm and lack ornamentation. There is a single hearthstone socket located on the inside of the arm of each bracer. These bracers offer increased bonus to the usual orichalcum hearthstone bracers, increasing the damage dealt by the wearer by 3 (instead of by 2) and the wearer may also choose if his unarmed attacks deal bashing or lethal damage.
Luhi Silverweb's Spell Battery ~ art 5 ~ 0 committed
A gift to a prominent no moon sorcerer in the age of sorrows from his deity, this single moonsilver bracer appears as single piece of moonsilver formed over the forearm with glowing essence runes on the inside. The bracer is attached to the physical component of a Lunar Shard and cannot physically be removed except through dismemberment. It stores an additional 25 motes for the lunar which count as personal essence, and an added gift from luna. The bracer grants the ability to cast a single solar circle spell chosen by the player.
