Lytek was a very tricky guy to put in. View him with the greatest possible skepticism, please. I mean, I want him to be there for people who want there to be a genuine celestial harmony, but I'd also like people to keep in mind that he could be everything up to a big faker who maintains a false front as part of a comprehensive effort by Heaven to bamboozle the Exalted about just how little control the gods have over the Exaltations. Be skeptical about gods and god-motives; nice houses don't mean nice people, they just mean they'll be well-dressed.
The fact is, Lytek hasn't witheld the Exaltation, even after the Solars took the Unconquered Sun's name in vain as justification for a *subsidies increase*, of all things. The Sidereals needed to forge the Jade Prison to keep the Solar Exaltations at bay. A pissed off Celestine and all the members of the Bronze Faction couldn't swing the gate, so work from there. I personally think of him as maintaining something like a birdhouse that the Celestial Exaltations sometimes roost in between rebirths.

Of course, one could always come up with something like: Lytek comes up with a list for potential candidates for Exaltation and takes it to the appropriate Incarna whenever a Spark is ready to go back out; but if Ol' Sol or Luna's already found someone they like, Lytek takes the list back and waits for the next Exalt to die.
My take on this: Lytek chooses who Exalts and when, period. But he always chooses exactly the same way the relevant Incarna would, because he was made for explicitly that purpose. -MeiRen
I view it as this. The Spark goes looking for people with the appropriate set of credentials, and once it finds someone suitable it beeps up at Lytek who quickly checks the files he maintains (with the aid of the Bureau of Destiny) to see what's up with the selected canidate and contacts the Incarna if everything looks okay. The Incarna then gives the nod, and the Spark exalts it's chosen canidate. Lytek's main job is middle-man, and a gardener for the memories of the sparks, rather than anything else. -- CrownedSun
