Oh, heck, just give one to anyone with a reason to care. And let them spend Willpower if they want, and if they're a PC or cool NPC, let them stunt the roll to get the Willpower back. :) I mean, you've got to have Essence 6+ or Occult to even have a die pool, so people who don't care enough to stunt, investigate occult mysteries, or spend WP aren't going to be remembering you anyway.

I'd tend to assume not, but I didn't write astrology either. I figure, you put on the trappings of the destiny, then don it, then people might or might not *notice* that you have the same clothes as that other guy who was just here.
But I could be wrong. My mind's on other projects lately and it's harder for me to instant-reference the parts I didn't write. :)
