Command? A good question. I'll buy it. Let's work it like this, you will need to petition for them in-game, your petition is a bureacracy roll which requires 5 successes + 1 per point of permenant essence for each being in the group. (I know that's heavy, but your recruiting Gods, and there's a lot of other things they should be attending to.) It can be an ongoing roll, accumulating successes, but each attempt take 6 hours. The gods have no plot immunity.

Also Storming the manse requires a seperate bureacracy roll to get a warrant. Otherwise its a level 4 offense. (Because another sidereal did an excellent job of getting it set aside for his return.) The burecracy roll requires 12 successes and must be done in one roll, though you may make as amny attempts as you like. Each attemot requires 4 hours and you may make no more than 1 attempt per day.
