Gem City Watch has had an unfortunate history with their Spirits, Wonders and Thaumaturgy (SWAT) Department. Astrologers tend to go mad quickly, ranting how Gem is doomed and the sky is falling. Demonologists disappear. And when the last exorcist was eaten by a Hungry Ghost 5 years ago, no one else wanted the job and the department languished, unstaffed.
Since the scandal, no one will give you a job. No one, except the City Watch, who quite literally, will take anyone.
