Lookshy Factions and the Inner Circle

Below is a description of how the Inner Circle dealt with the factions that existed in the city-state of Lookshy. This information is useless unless one also reads the information in story itself.
Immaculate Faith - Zenith spends a lot of time talking to the people about the Immaculate Faith rather than to the monks themselves, of course if one wants to listen then they are free to. What he does not do is ever declare them wrong or misguided, rather he uses poetic language to try and get people to see that the Immaculate Faith works except that Solars are not bad as the faith preaches.
Imperialists - Dawn talks to the military with whom he spends a lot of time with. He conveys the concept that the Solars have a plan to try and bring back the glory that was the Shogunate and the Solar Deliberative and that a place of honor would be given to those who allied with the Solars. The Zenith says pretty much the same thing except to the noble houses and citizen base. The fact that the Realm (throught he Wyld Hunt) has attacked the Solars within the city despite all the laws that Lookshy adheres to has made many realize the corruption within the Realm. This has provided a big boost in what they Solars are trying to achive.
Interventionists - Like the Imperialists, this faction is one of the easier ones to talk to. Dawn makes it clear that aiding the Solar Exalted would actually support their goals. But not only that it would make this place more powerful and more stable.
Isolationists - This is the hardest political faction to talk to. They want to burry their heads into the sand, something that the Solars do not want. What the Solars try and say to them is that the world is changing rapidly and that such a behavior is no longer applicable. Ironically, the recent Wyld Hunt attack against the Solars has caused most of the people in this faction to think about changing their tune. The fact that the Realm would ignore all rules and attack within the city has caused an outcry.
Mercenaries - As the largest faction, it is this one that the Solars have spent a lot of attention to. They mention the way things are changing in the world and that many things would not allow them to just stay the course. In addition they hint that by siding with the Solars they will be able to gain an imense amount of power and authority.
Pursuers of Immaculate Purity (Purists) - The only contact with this faction is to try and increase their hatred of the Realm. In addition to that, the Solars are tying to see who within this group they can gather to their side, though that is not a major point. For the most part major operations effecting this faction is to make sure that they do not become a threat to the Solars and their goals.
Commoners - Contact with this group is done by the Zenith, Twilight and Eclipse. The Zenith talks to all from a religious perspective, trying to get their support. The Twilight goes around repairing damage to vehicles, houses and items. The Eclipse speaks to the common people about common issues, trying to get them to see the support that the Solars would give them.
