This charm permanently enhances the Second Excellency for defensive purposes, allowing the Dragon-Blooded to add double the normal number of successes she would normally be allowed. The Storyteller is the final arbiter of if an application of an ability is defensive or not- but as a rough guideline if using the charm will actively help you attack something, then Aegis' effects would be invalid.
Example- A Dragon-Blooded scout could use the benefits of Terrestrial Stealth Aegis in order to evade an enemy patrol. This advantage would be lost if she instead elected to eliminate one or more members of the patrol with a surprise attack.
