Meaning of the Ability

She gave justice to the people, and the people gave justice to her.

Say this out loud seven times before brainstorming Charms: Bureaucracy is a Concordant Ability. Thematically it is about the proper relationship among large groups of people, and, more specifically, the proper flow of authority downward. Mechanically it is about organizing the rules systems that people have among each other for this purpose. Epsilon states things pretty eloquently downward. Bureaucracy features not only the Concordants' role as regulators of the just social order, but their Mephisopholean role as well (in terms of minute analysis of law and agreements) - mostly because I'm smitten with the idea of Hell sending a "crack legal team" to Yu Shan as part of the overall strategy. --MUrielw

If we're lining up Virtues with Abilities, Bureaucracy should use Compassion or Temperance. Not sure. --MUrielw

I think Bureaucracy should be all about creating the perfect and original order, insuring the proper flow of authority from the highest (Primordials) tot he lowest creatures. As servants of the Yozi the Concordant Caste exists outside this rigid structure to a certain effect. They are troubleshooters, tasked not with any authority of their own, but with the task of fixing broken hierarchies.

In a game mechanic stand point I want to see a Bureacracy Charm that allows the Concordant to usurp control over summoned Demons. Perhaps a Simple Charm that starts a breif contest of wills between the summoned sorcerer and the Infernal, following the same rules as the Sorcery summoning spells (Dragonbloods count as First Circle demons, Celestials as Second Circle Demons and Solars as Third Circle demons). If you succeed the demon is knocked free of their control and thus free to act as it sees fit (and since you are an infernal, is likely to obey you). A Charm higher up the tree would let you target ALL of a sorcerers menangerie of demons at once. Epsilon

Yes to the first idea, no to the second. Liberating demons from sorcerous control should fall under Occult. --MUrielw
