If we're lining up Virtues with Abilities, Bureaucracy should use Compassion or Temperance. Not sure. --MUrielw
I think Bureaucracy should be all about creating the perfect and original order, insuring the proper flow of authority from the highest (Primordials) tot he lowest creatures. As servants of the Yozi the Concordant Caste exists outside this rigid structure to a certain effect. They are troubleshooters, tasked not with any authority of their own, but with the task of fixing broken hierarchies.
