- Hits flags: Realm, common folk, social power
- Wants: Opposition. Trying to keep his jurisdiction under control against stirrings of Anathema and rebels, and failing, he wants a solid victory to shore up his position.
- Traits: Desperate, probably hiding some private mismanagement. Stubborn and unyielding, rumbles like stone grinding together.

- Offers to PCs: their wedding rings! Where'd he get them? Also, another Solar as an ally would make for a force to be reckoned with...
- Traits: Obsessive. Has fixed upon Raksha power and Jesya as his objects of interest, and will not let them go. Acts cool and reasonable, salesmanlike, until those objects are threatened, then gets violent and demanding.
