"Cult" is not used in a prejorative sense. It means you have people who recognize and worship you as a god. Period. No wavy daggers, no fake experts taking gullible local police for a ride teaching them about your "secret rituals". They *may* have wavy daggers, and they may be your fanatical footsoldiers, but if those are true, then you also need the "I have guys with wavy daggers who kill anyone I tell them" Background of your choice. Just the same as you need Resources if you want to have grown fat off their offerings. I'd suggest Command for the wavy dagger brigade, Followers if you have more of an apostles type thing going on.
