You can just be a Casted Lunar who isn't taking part in the Pact. I mean, a fair nunmber of Lunars are like "Silver Pact? Sounds stupid, I'll be over here." As long as you don't move against the Society of the Moon or need your elders' help and protection, you can do fine.
