My guess is Lookshy has a handful of folks (less than 25? Dunno) who know any of the Immaculate Arts - some are disenfranchised monks, others just those who went to religion school instead of the Bells or the Heptagram, some are spies, etc. They probably can't teach the Paths to anyone else - my guess is you have to have a Sidereal teacher to learn them if you aren't a Celestial - but they can teach the mortal arts, and will. But there are religious reasons why they might not be all that common, as well as practical (in the city of a thousand dojos, training halls, and salons, the Immaculate Martial Arts (mortal edition) is Just Another Martial Art, one among hundreds.
