It [not allowing players to buy Slots without Charms] was deliberate on my part.
Here are the reasons:
1) During character creation, you can get panpoply Charms for really, really cheap using the Vats or Artifact background. The fairness of this option is predicated on the fact that you will never be able to buy slots to accomodate these Charms. In other words, the Charms obtained in this fashion will always exceed the number of slots you have. Changing this arrangement mucks with Alchemical power balance considerably.
2) I wanted to force you to have more Charms than slots, since swapping out stuff is part of the Alchemical experience. Once you take advantage of panoply adding, your XP discount is part of taking advantage of Autocthonia's magitech infrastructure.
3) I saw very few applications where you'd want more slots than Charms, and the ones I did see didn't make it worth trying to find a way to remove the headaches imposed by the aesthetics and play-balance issues that went into #1 and #2 above.
