Pragmatically, I think you can have them be the game of human lives if you *want*. The endless reiteration of "they're not" is to keep people from *assuming* they are, because that's not what Geoff wants them to be in canon. And it is something a lot of people would assume.

Personally, I think it's the game of mice, and it's so fascinating because the best-laid plans of mice gang aft agley. In the future, the Unconquered Sun will give men this feature, as well, allowing for the exciting expansion of the Games. (Although many of the Celestines will decry it as twinky and overpowering.)
