Can a Fair Folk noble have one of his retainers attune his daiklave for him?

I'm trying not to post on this stuff. It seems like people actually wind up less confused when I don't. ^_^
That said!
I wanted most well-established noble raksha to have a worker or warrior in their retinue who hangs out with the behemoths in their stable. And a guy, maybe a tall thin entertainer like the Lucien in Sandman, who lives in the occult library and manages the spells. I also wanted the attunement costs for behemoths and stuff to be reasonable for both Exalted and raksha, despite the vastly different Essence pools. I didn't make it obligatory, 'cause the Wyld is wide and varied, so I just tried to make that the smart thing to do.
There's no special rules for attuning Wyld artifacts. So don't assume you can whip up a daiklave and have someone else pay the attunement cost. ^_^
That said, either an artifact is made by the ST or made by a player with ST approval, right?
So if everyone thinks it's cool to have a Hephaestus-type worker in your freehold who manages and attunes the daiklaves and superheavy^H^H^H^H^Hlight gossamer plate, then cool. Just make sure that there's a downside, 'cause there's no rule that Fair Folk artifacts are better than Creation artifacts. ^_^
