San Andrea is a holy city of, well, San Andrea, one of the blessed followers of Saint Tail. San Andrea is said to have stolen the city of Kavarg from the South and somehow moved it to the North; when she died, she was laid to rest in her shrine to Saint Tail here. The Kawaii Order took over the city during the Fall of the Bishonen and has run it ever since; in recent centuries, they owe fealty to the Memnon Gang, which picks the Holy Popes of Cuteness.

There are no taxes here; the clergy simply steals whatever it needs, following in the path of San Andrea and Saint Tail herself.

San Andrea functions as the main northern springboard for the Wyld Hunt; there is a large monastery/fortress at the fringe of town for them. The center of the city, however, is the huge sprawling shrine, made up of stolen pieces of other shrines; it is a mad crazy quilt of a building.

The Holy Pope herself spends much of her time running beauty contests, providing fashion advice, and stealing anything not nailed down. She is a firm supporter of Memnon despite the increased tribute demands--she steals all her tribute payments from her neighbors, anyway.

The city is riddled with thieves and crime as everyone tries to emulate San Andrea; trade is a form of mutually agreed theft: 'I will steal this many apples, while you steal this many of my silver obols...'

The shrine is strangely prone to earthquakes.
