Penguin Land

During the last years of the Harem Age, the local ruler of this area was involved in breeding various war creatures adapted to the Northern climate. Bishonen Baron Heatmeiser had just deployed an army of 100,000 augmented Penguins for tests when he was killed by the Magical Girls, leaving the penguins free to go on a rampage. The entire Prefecture collapsed into chaos, and the weather control mechanisms were wrecked, plunging the area into eternal winter.
It simply wasn't worth the cost to dispatch the Penguins, so they were kept pinned in by standing military forces; they seemed content to stay in their homes.
Or so everyone thought.
The Killer Penguins were an unfinished experiment, and over time, they were shifted and warped by the uncapped Desmenes of the area. When the Chaos Plague broke out, the Penguins didn't die. Instead, they began to reproduce at a berserk speed and overran the forces assigned to confine them. The March of the Penguins slaughtered hundreds of thousands, maybe millions, and more Killer Penguins emerged from eggs laid in the bodies of those slain.
However, the Chaos Plague eventually killed off most sources of food and they turned on each other in an orgy of destruction. The survivors fled back to what is now Penguin Land, where they roam, fighting each other and sometimes erupting out in a tide of destruction. The Neo-Empress was able to repel the worst eruptions with the Realm's defense systems at Area 51, but with her gone and the Penguin populations rising, many fear another eruption is immanent.
Certain rumors connnect the Penguins to Project EVA, the Helping Goddess project (which may or may not exist) dedicated to forcing the 'next stage in human evolution' (which may or may not exist). There are rumors of a major EVA base in this area, under the ice, guarded by Penguins of Unusual Intelligence, where hideous experiments are carried out. These PUI will lead the other Feral Penguins to make war on mankind to force it to grow or die.
But surely that's just a silly rumor, right?
