During the First Age, the Coral Archipelago was a giant nature park, intended to preserve and allow for the study of many species of aquatic life. The Great Northern Reef was turned into a massive Green Zone, full of manses whose power was turned to enhance and preserve the reef and its inhabitants.
During the Iron Millenium, this was turned into more of a farming operation, used to grow delicacies for the Shogun. The fall of the Iron Millenium came with a massive chaos storm that turned those humans resident into mermen, who then took to life in the reef, leaving their old homes open for conquest by refugees from the Skullstone Archipelago.
Over time, the local humans and the mermen came to ally togather in order to rob the rest of the world blind. Pirates came to rule the Archipelago, which has made a living off raiding its neighbors and the Realm ever since.
The Pirate King is elected by the ship captains, from their own ranks; they work in alliance with the mermen to use the Great Northern Reef as a barrier to retaliation, a shield they can retreat behind.
Now, however, they fear that the power of Skullstone may finally be unleashed, and they don't know what to do.
