For centuries, hundreds of kinds of Wyld creatures have roamed through the streets and wildernesses of the South, mutations unleashed by the Chaos Plague, creatures known as Pocket Monsters, even though putting them in your pocket would be SUICIDAL.

Over time, thaumaturges and Magical Girls developed a form of capture device known as a PMBall (Pocket Monster Ball), which could suction in Pocket Monsters and imprison them. Later, ingenious Extreme Sports Fans realized if you caught them young, you could train Pocket Monsters to engage in bloody gladiatorial combat. You could then run illegal betting rings and make a ton of money.

Over time, a legend spread, claiming that someone who caught one of every kind of Pocket Monster would become 'the greatest Pocket Monster Master of them all' and recieve some unspecified benefit. This was enough to entice thousands of people into the sport, resulting in a massive dying off of fools which raised the collective IQ of the South by a fair amount.

Finally, however, one 'lucky' boy found out the truth by capturing one of every kind of Pocket Monster. He did so in hopes it would get him a Harem. What it got him was an interview with Artemis, Goddess of Hunting, who felt she would finally have a worthy target to hunt. Instead, he trapped her in a Pocket Monster Ball and stole her power.

Using it, he set himself up as ruler of what used to be Arena City, home of the annual Pocket Monster championships. Now it is Brock City, ruled by Brock and his godlike powers, which he abuses heavily. All who dwell here must swear on a special rod which enables Pocket Monster equipment to work on them; anyone who breaks the law is trapped in a Pocket Monster ball and trained to enter the gladiatorial ring. This generally goes...poorly.

Brock no longer competes directly, content to encourage others to hunt Pocket Monsters, thus enhancing his power. He has his harem now and is mostly content, though he makes sure no one can catch EVERY kind of Pocket Monster and challenge his power...

He has added the Satrap to his harem and thus largely governs independently.

It is unclear if Brock is Exalted, though many suspect he's a Bishonen of some kind.
