Solar's don't have time for complaints that they don't have clearance, or questioning regarding their authority to do something or be somewhere. Therefore, this charm allows a solar to artificially invest a document or themself with the necessary bureaucratic authority to complete a task. Anyone with less essence than the solar will not be able to detect the forgery that is occuring.

This charm functions similarly to Tiger warrior training technique, but applies to bureaucratic training. Raises Bureaucracy, Linguistics, and Lore to at least 3, Temperance to at least 3, and at least one mental attribute at 3. They also gain a specialty in Bureaucracy
