Papillon Meilor was once the wife of Hideo Meilor, a First Mate in the Imperial Navy, and the mother of Von Meilor. She worked for a Cynis vineyard, helping to keep a balance between the head of the vineyard and the demanding buyers. Her job become more stressful as tensions on the isle increased, and her husband was summoned to sea more often to keep everything in line. When Hideo returned home from leave, he found his wife sobbing in the corner of their room, the glowing golden symbol of the Decievers on her forehead. Everything that Hideo knew told him to destroy his wife now, but he knew that Papillon did not have a vicious bone in her body and that she did not deserve to be given over to the priests. Instead of turning her in, Hideo arranged for her secret passage on a ship to the main land where her chances of survival were higher. To the couple's friends, both family's, Von, and Papillon's employeers, Hideo said that Papillon had contracted a disease, and the only cure was rest and a concotion that was on the continent.

Papillon met with Elder Violet in her wanderings around the continent, and went with him to Rathess. She has adjusted easily to being a Solar, finding that it's actually rather useful. She has had few dreams of her past life, and none of them have revealed anything very useful or specific. She knows only as much as Elder Violet, Filial Wisdom, and Cloud have been able to tell her. She does know that she was once known as Red Tide, and that she once lived where Nexus now stands. She also knows that she trained Ashraielle, but no one has been forthcoming as to where Ashraielle is.

Papillon is a woman of average hieght, but extraordinary energy. She prefers to laugh and smile rather than cry and mop. After all, laughter heals. She has brown, gold flecked, hair that she normally wears up in a ponytail away from her heart shaped face, and to keep it from getting snagged in her bow string. At thirty-three her tan face is marked with light laugh lines around her bright gray eyes. She does not have the supple curves of conventional beauty, but rather a slightly girlish figure that often labels her as "cute" (although she is more than capable of defending herself). Papillon dresses in homespun pants and a loose white shirt under her buff jacket with the Imperial Navy seal on the left shoulder. She still wears her wedding ring, a simple gold band with three small diamonds, and at night writes in a red leather book letters to her husband. She has never sent them, nor has she ever let anyone read them.

Papillon is unaware that she shares her husband's hope that something will happen which will force all Exalts to unite in peace against it so that they can at last be reunited. Because she spent the majority of her life around sailors, she has picked up a few of their superstitions. Papillon will only enter a place with her left foot first, if a glass rim rings she will leap over tables to stop it, she will never say the word 'drowned', and even though the superstitions revolved around sea birds, Papillon will not kill a bird. She realizes that she is far from the sea, but she kept these practices in hopes to ensure his continued safety. As with most of her caste, she disagrees with pointless fighting, but if the cause is great enough, she does not hesitate.
