Introduction
Captain Anokoni surveyed the barbaric Pelangethropes that stood, aggressive and inpertinent, on his ship. Savagely dressed, they wore their wyld taints with pride. A beautiful array of gold, blue and green glistened amongst the barbarians, their gills fluttering as they watched the civilized Wavecrest crew with unvieled hunger.
The barbarian "captain" stood proud, arms crossed, a good head taller than the Wavecrest captain, looking down upon the man. On his shoulder stood a brilliantly colored parrot, a creature than annoyed Anokoni with it's occasional squawking and penetrating eyes.
Speaking halting Seatongue, the barbarian made his demand "Our ship is mightier than yours. Our people are stronger than yours. Surrender your treasure now, and we will let you live."
Anonoki sighed. Annoyances. The barbarian was so confident, so sure of himself. If he knew what Anonoki knew, he would be on his knees.
The Vodonik was not visible, but it was there. The Wavecrestian could... feel his presence. He heard the elementals soft, watery whispers in his ear.
"Speak in Low-realm. Such tongue these barbarians will never understand. Grant them their wishes. Let them enter your holds. Then I will spring upon them, and feast on their bones."
The captain nodded. It was good to have divine friends. Smiling, he addressed his crew in Low-realm, a tongue they all knew well. He tinged his voice with sadness, to fool the ignorant barbarians.
"Our god will see these barbarians destroyed. We will fool them into believing we have surrendered, then turn upon them, slaying them."
The men nodded, hiding their malicious grins, as Anonoki turned towards the barbarians to tell them of their "surrender."
The parrot suddenly lifted from the barbarian captains shoulders in a beautiful display of plumage, and then landed upon the shoulder of the Vodonik. With a splash, the elemental was forced into reality, the birds claws drawing blood with their grip, making the treacherous being cry out.
As the Wavecrest men stared in horror, the parrot addressed them in perfect Low-realm.
"I have enjoyed this game, but no more. Surrender yourselves, or you all die beneath our blades."
It's eyes were positively wicked as the Wavecrest men dropped their swords.
Brilliant Tattler
Symbology : Love, Prophesy, Verbosity, Mediation. The parrot has had a variety of symbolic meanings in different times and places. In pre-Columbian America, it was considered to be an oracle able to predict the weather; in Hinduism, it was an omen of love that carried Kama, the god of love, on it's back. The Peublo Indians considered the parrot a supernatural bird of the sun -- an association that likely arose from it's brightly colored plumage. Because of its incessant chatter and ability to imitate speech, the parrot has also been associated with foolishness and loquaciousness. However, this talent for speech also deemed the bird an interlocuter between the human and the spirit world.

Ok, the parrot. You gotta think "pirate" when you work with a parrot, and that's why I chose the west. The South east would have worked as well. Eventually, acquiring Weather Sensing Instict would be a GREAT advantage for his ship/fleet.
The Parrots ability to speak is probably it's most obvious feature. Giving Brilliant Tattler the ability to talk to ANYTHING is my way of showing that, as well as tale-spinning mastery. This way, not only can he talk to you, but he's interesting to talk to as well.
Finally, the spiritual aspects were chosen for two reasons: his charm choices make him very No-moon. Making a Shaman out of him appealed to me. Also, the card (as shown above) mentions oracular abilities as well as being a mediator between man and the gods.
You'll note that he does not have humble mouse form. This is because parrots are actually quite large, definitely the same size as a house cat.
Other possibilities: as stated before, putting your parrot in the south east is interesting as well. Consider playing up the oracular (Divining the Hidden Truth), or the speech (River of Words). Romance could play an interesting role in this bird of love's concept, and making a full-moon parrot would be interesting. Parrots are vicious birds.
