Hungry Touch just buys damage. It doesn't reduce TNs.
Awareness
Conclusive Wisdom gains the Illusion Keyword, but otherwise functions as written.
Bureaucracy
Icy Hand gains the Compulsion keyword; the Duration is Instant, but the cost is increased to 3m. The Sidereal rolls Charisma + Bureaucracy vs the target's MDV. If being honest somehow conflicts with the target's Motivation, he may spend one willpower per scene to be dishonest or otherwise not do his job properly. Once he has done this a number of times equal to the Sidereal's Essence, the Compulsion effect fades.
Terminal Sanction is a Compusion effect. Gods may spend the Sid's essence in willpower to avoid compliance. Demons may not.
Underling Invisibility Practice gains the Illusion keyword.
End Debate is a Compulsion effect. An Int + Bureaucracy roll can restart debate, but it must exceed the Sidereal's MDV + Essence to do so. This charm can also be used to make Icy Hand a permanent effect that cannot be broken through the expenditure of willpower.
