Chains Of Fate Descending

During the early days of the Realm, an elder Sidereal sought out a weapon that would help him ensure the primacy of fate over all those who would destroy it. Originally, he planned to turn this weapon against Bagrash Kol, who he feared would ruin the world. This man, Juris Panvaris, gathered together a powerful ghostly craftsman, the Second Circle Demon Ghadaharyis (the innovative soul of Ligier), and an Unshaped Fair Folk, and bound them all through Charms and Sorcery to aid him in the construction of an artifact. He was assisted by his assistant, Sadash Kelios, another Chosen. The two Sidereals, aided by their three bound servitors, worked tirelessly for a year, until the weapon was finished.
However, something went wrong. As Juris looked over his work, Kelios struck him from surprise, aided by all three servitors. The battle was fierce, and its exact outcome is not known, but Juris was slain and Ghadaharyis destroyed for all time. Kelios vanished after the fight, and no creatures in Creation have reported him in the centuries since. Whether he retains the weapon, or whether it was captured by the Dead or the fae, is unknown, but some Sidereals still fear its re-appearance.
At first glance, the Chains of Fate Descending seem unimportant; a simple chain of dark iron, coiled and ready for use, with a sharp head and no distinguishing features. However, with a thought, their wielder may bring them to life. At this time, they coil in and out of Fate itself, seeming to wax and wane from reality. In this state, the awesome powers of the Chains become apparant.
The Chains can deal Bashing or Lethal damage, at the whim of their wielder. They may freely strike immaterial beings. In addition, any being struck by the Chains is bound into fate, the threads of the Loom binding them tightly to destiny; this applies even if an attack fails to damage the character. This effect is staggering - the struck target loses 1 die from all Stunt attempts, and the cost of all their Charms are increased by one. A target may be struck up to three times by the Chains, and the effects stack. The effects persist for a full lunar month.
As if that were not enough, being bound into Fate makes a target vunerable in other ways. Any Sidereal Charm that is based around learning or revealing the fate of a target gains 1 free success when used against the target, as do any astrological effects that target only him. Finally, the target must spend two Willpower instead of one to go against her Virtues or Motivation, as she finds herself bound to her nature.
If this artifact is used against creatures outside of fate, its first use causes them to become creatures that are part of the Tapestry for one Lunar month; subsequent uses affect them as though they were creatures of fate, and three such subsequent uses may be applied. If a creature affected by this Artifact uses an ability that removes them from Fate, it instead only removes one application of this Artifact.
As with many other powerful artifacts, the Chains must be fully harmonized to function; otherwise, they are merely a powerful variant of a Dire Chain that may deal Bashing or Lethal damage.
