Mayoral Office of the Ward of Blueglass Springs (2 Dragon-Blooded)

  • Mayor Joshai Treyana: The mayor, a Water-Aspect and niece of the daimyo, is not afraid to use her family connections to avert political problems. She is a known opponent of war between the provinces, and more than once has been instrumental in preventing a border skirmish from expanding into something more dangerous.
  • Deputy Mayor Lamar Hiram: A mortal from Gens Lamar, Hiram is nonetheless still Treyana's replacement if anything happens, a position that he often has to defend from his ambitious fellows. Gregarious but quiet-spoken with strangers, he prefers quiet one-on-one talks to large-scale confrontations, a sentiment echoed by his superior.
  • Ministry Liason Amilis Ghava: Ghava is a helpful and dedicated, but openly ambitious, politician. The Fire-Aspected liason is engaged in a running rivalry with Lamar Hiram, whom she hopes to bypass when the time comes for Treyana to move on or retire in order to become mayor herself. To that end, she is always openly looking for problems to solve (and to accept the credit for), which sometimes causes friction with Ministry officials.
  • Military Liason Tandis Olee: An older woman, Olee is also friendly, but more reserved and less ambitious. Her primary job is to ease ruffled feathers between the military and the mayor, which she generally handles with aplomb.

Branch Office of the Department Of Enlightenment of the The Most Sagacious Scholars Of Mela (3 Dragon-Blooded)

  • Former Manager: Kobata Ren, Division of Acceptable Styles: An Air Caste and manager of the Division Of Acceptable Styles, which looked over newly-developed Terrestrial styles to ensure their safety and appropriateness for mortals, Ren was unfortunately caught in a recent skirmish between Kathedra and Shalaian, when his aircar exploded, killing him and two other high-ranking Dragon-Bloods. Investigators did not find signs of foul play, finding it to be an unfortunate set of timing. Ren was a petty and ill-liked bureaucrat; his replacement has yet to arrive.
  • Director Kirigami Ikela, Division of Acceptable Priesthoods: A young mortal, and the only director of the Scholars not a member of a Gens, Ikela is a hard-working and no-nonsense woman who studies local gods intently to determine that proper worship schedules are maintained.
  • Director Khoris Hatori, Division of Acceptable Rituals: A skilled mortal thaumaturge, Hatori has risen to his position of thaumaturgical affairs through a combination of good-natured politicking and extensive family connections.
  • Director Shushei Tien, Division of Artificial Enlightenment: Tien, a local Earth-aspect, is in charge of regulating artifacts that provide their own Essence batteries or allow attunement, including artifacts such as skin-mount amulets and the aegis-inset amulets that power the gunzosha legions. He is one of the rare Shushei who did not choose a military career, although many of his regulations bring him into contact with military affairs on a regular basis.
  • Director Kobata Lise, Division of Natural Enlightenment: An Air-Aspect, and the director in charge of regulating god-bloods and natural Essence-wielders, Lise was close to her second cousin Ren, and her public grief at losing him was only matched by her rage when she learned that she would not be replacing him as manager. Brash and foul-tempered much of the time, Lise is arrogant to her inferiors and quick to take offense, but is capable of reining herself in around her few friends.
  • Director Joshai Gren, Division of Enlightenment Studies: Quiet and reserved, this seventy-year old woman has had her position as director for almost thirty years, although she will most likely retire within the next five years. When she does, she will be missed; although she keeps to herself much of the time, Gren has a grandmotherly attitude towards her department that cheerfully ignores rank and protocol. Even Ren deliberately overlooked her many lapses in etiquette, and she tends to putter about on her own projects.

Branch Office of the Department Of Magitechnology of the Most Innovative Crafstmen Of Pasiap (4 Dragon-Blooded)

  • Former Manager: Lamar Shan, Division of Biological Enhancement: The Wood-aspected manager of the Division of Biological Enhancement, which studied new forms of biomagitechnology, Lamar Shen recently pioneered a new symbotic creature based on highly fragmented First Age information. The creature remains in storage pending a Shogunate study, as Shan was aboard Kobata Ren's craft. Shan was a hyper-controlling taskmaster, but one who was rigidly fair, and his department has been running more or less smoothly in the wait for a replacement.
  • Director Taparan Jin, Division of Mechanized Warfare: A quiet, hardworking director, Jin is the primary Ministry liason to the local military, and often served as a communicator of Shan's ideas or goals to the other areas. She is more a messenger than a lieutenant, however, and has made no steps to continue her borrowed authority with the manager's loss.
  • Director Haguri Shiann, Division of Artificial Flight: The local director of artificial flight spends most of her time tracking local flight patterns and co-ordinating new airship designs and mechanisms with the local Falcons of Mela. Outspoken and cheerful, Shiann is something of a local mascot of the Hawks of Mela, all of whom good-naturedly compete for her attention.
  • Director Khoris Serevol, Division of Geomantic Mechanization: Serevol, a Water-Aspect, oversees the region's atelier-manses and local power systems, ensuring that power flows freely from the Manses that run the region. He also keeps record of what changes happen in the magitech grid in the region, often requiring extensive co-ordination with the repair division. He is gregarious, but has more casual friends than close ones.
  • Director Lamar Asani, Division of Anathema Constructs: Asani, an Air-Aspect and fellow Gens-mate of the former manager, is in charge of keeping track of local discoveries of Anathema stashes, and of following information about any Anathema constructs that are currently being researched. Many consider her a little bit on the slow side; some go so far as to suggest that if there were any real Anathema constructs in the area, the position would have gone to someone more talented.
  • Director Taparan Ghent, Division of Automation: The Fire-Aspected director of the local division of automation keeps track of any automatons that are produced in the region, as well as working on automaton research and construction himself occasionally. He is the elder brother of the Director of the Division of Mechanized Warfare, and rumour has it that they are working to create a new, improved form of brass legionnaire, which they hope will net them a promotion. If the rumour is true, both siblings are keeping very quiet about it.
  • Director Shusei Gale, Division of Repair And Maintenance: Gale has held her position for the last eight years, having been appointed to it directly by Shen. The busiest of the local directors, she manages all repair crews, airship maintenance, and reagent acquisitions for the local region. Gale is a driven woman, who is friendly but always busy, and she puts in a truly staggering amount of overtime work; it sometimes seems as though she never actually leaves her office.

The Triumphant Lions Of Hesiesh, First Dragon, Fourth Wing, First Talon - Light Infantry (5 Dragon-Blooded)

  • Kazei Joshai Passan of the First Talon: A Fire-Aspect and military commander, Passan believes in strength of arms and military power, and is a patriot for his own province. Blusterous and overwhelming to many, he is a cunning commander who favours small-squad tactics, and has a surprising number of contacts and friends.
  • Shozei Shusei Alara of the First Scale: This Earth-Aspected commander is the effective second-in-command of Passan, and frequently acts as his relay for important orders. She is slow to form opinions, preferring to see every side of a situation, but is nearly unshakable once such an opinion has been put together.
  • Shozei Khoris Balar of the Second Scale: Ambitious and paranoid, the Wood-Aspected shozei is engaged in a long-running semi-secret feud with his kazei, and it is an open secret that he keeps attempting to prove that Passan has criminal connections - attempts that have failed for years. Balar is undeterred, however, and many believe that he has an ever-growing spy network as a side effect of his quest.
  • Former Shozei Tapparan Gyri of the Third Scale: Relentless and curious, Gyri was an Air-aspect who spent much of her time conversing with other local Exalts, and less time dealing with her own troops. A close acquaintance of Kobata Ren, she was piloting his ship when they were shot down and killed.
  • Shozei Carmon Lang of the Fourth Scale: A skilled mortal soldier, Lang is a morose, introspective man, who nonetheless commands the absolute loyalty of his men. Deferential to the Exalted, he is thus set apart from his fellow commanders, and spends most of his time with his mortal comrades.
  • Shozei Joshai Yura of the Fifth Scale: Gruff and straightforwards, the Fire-Aspected shozei of the Fifth Scale is quick to anger and quick to forgive - a trait that often puts her at odds with her fellows, although things generally seem to work out in the end. She doesn't seem close to most of her fellow officers, preferring the company of civilians who are willing to try and keep up with her.

He handed in his resignation after the Kobata Ren affair, believing himself to be responsible for Ren's taking of an airship and the subsequent deaths of him and two other officers.

  • Deacon Jarith: The local Immaculate deacon, Jarith is a nervous man who does his best to handle the various priests and worshippers in the area. He manages all ten of the city's Immaculate temples, and the priests that run each of them.
