== The Greyfalls Bureaucracy

Legislation and policy enforcement happens in Greyfalls in the same way that it happens elsewhere: the government isn’t one monolithic agency, but is instead a sprawling body composed of different individual offices and persons within them. Below is a few examples of how, broadly-speaking, the different aspects of Satrapy government are divided and who’s in charge of each:

The Harmonious and Righteous Assessors of Value – Taxation, property value assessors, and in the case of Dynastic houses, these are the guys who take care of records for local artifacts. (see: Why Doesn’t Captain Larceny Steal the Ledaal’s Toys?) One of the Satrap’s unExalted brothers, Sesus Davaran, handles taxation in Greyfalls. He’s fairly puissant, as mortals go, and the Satrap regularly uses Bureaucracy Charms to give him the competitive edge against even those Exalts that would seek to evade taxation in Sesus Mersaba’s Satrapy. The local handler of artifact records is discussed below.

The Regulators of Proper Disposition – Production, distribution, and tariffs. They also handle port duties and docking regulations. An unExalted son of House Peleps, Peleps Dankoru, handles this area of Greyfalls finance. He’s totally loyal to the Satrap, although the reasons for this are hardly a matter of public knowledge.

The Unworthy Sons of Glory – The Unworthy Sons are what pass for policemen in Greyfalls. There are around eight of them in Greyfalls, and unlike the rest of the Satrapy’s bureaucracy, the Unworthy Sons are mercenaries and not under the control of the Realm in any sense except financially. The Unworthy Sons of Glory are actually an organization based out of Great Forks; they’re policemen for hire, and for the unExalted, they’re exceptionally adept at dealing with troublesome situations. In particular, they’re noted for their discretion (read: cowardice) in supernatural matters and their willingness to bend the rules in worthy (read: monetarily advantaged) causes of occasional crime. Every single member of the Unworthy Sons is either a thaumaturge, a god-blood, or in one case, a ghost. Greyfalls has contracted the Unworthy Sons to help enforce the laws in all situations where the Dragon-Blooded aren’t concerned, and by and large, they’ve shown a remarkable ability to deal with medium-sized crime, ignore small crimes unless the bribes are good, and ignore large crimes that might endanger their lives. While the Unworthy Sons are officers of the law, they’re also policemen in the realistic sense—which is to say, they know how much their lives are worth and when to lay off a case. The captain of the Unworthy Sons in Greyfalls is a man named Alvar of the Bright Spear. He was hand-trained by the captain of the Unworthy Sons in Great Forks and is known to be a consummate policemen in every way. He’s also rumored to be the bastard child of a courtesan and Dayshield itself.

The Wyld Hunt – Greyfalls, simply put, doesn’t have much of a Wyld Hunt. At current, the local chapter of the Hunt is operated by a lone Shikari from House Ledaal, an old Exalt called Iron Hare. He’s known to be essentially psychotic and an artificer: he spends most of his time in the local Hunt’s run-down office building planning campaigns that never come to fruition and retooling his numerous First Age jade firewands and flame pieces. He’s known to own at least two plasma tongue repeaters and a fuel bolt launcher and is capable of making ammunition for both.

Mersaba and Her Satrapy

There’s a reason the Satrap is in power. It’s because nobody else in Greyfalls, in the opinion of the Realm, is capable of taking charge of the place as well as she has. Yes, she’s incompetent in some ways. Yes, she isn’t popular. Everyone in the entirety of the Thousand Scales is aware of this, including the Satrap herself. What her detractors fail to realize, however, is that she’s making her Satrapy pay for her House, and doing a decent enough job managing the Satrapy as a whole that no one is really interested in achieving her removal. The Realm’s full of idiots, incompetents, and selfish bastards who would use their position to their advantage. Mersaba isn’t the worst of them by a long shot.

Additionally, Sesus Mersaba has around 600 XP on her. She swings a big stick, politically and otherwise, and anyone seeking to challenge her directly would be advised to think again and come up with a better alternative. The Satrap isn’t going anywhere soon. Even if the entirety of Greyfalls’ populace turned against her, the soldiers of the Realm know to whom they owe their loyalties, and if necessary, the Satrap can and will start killing people with impunity until riots and rebellions disappear. She’s done it in the past and will have no compunctions about doing it again in the future.
