Modifying An Army
There are two main ways to modify an Army- changing it's size, and moving around it's attributes.
Changing an Army's size
An Army's size can be decreased quite simply- just pare down the health levels to an army one or more sizes smaller, subtract two from Training, Equipment and Spirit and add two to Communication. The reorganization requires a week per Command Level of the new army.
Increasing it is a little harder. Increase the Army's Training, Equipment and Spirit by 2 each, and decrease Communication by 2. Use the Health Levels of the larger army, but it starts with damage equal to the difference between the total number of health levels between the larger and smaller. An Army's size can only be increased by one step at a time, and only while it's fully healed.
Example A Fang (-0 / -1 / -2 / Broken) is being increased to a Scale (-0 / -1 x2 / -2 x3 / -4 / Broken). It's Communication falls to +6, while it's Training, Equipment and Spirit all rise to +4. It now has the Scale's Health Levels, but all but only (-2 x2 / -4 / Broken) is actually healed.
Changing an Army's attributes
According to most military thinking, it's best to have a well-rounded army. One can never be too reliant on tricks, and situations where one set of tactics is perfectly sensible are disasterous in another. However, some Commanders want a more tailored force, eschewing balance for a focused specialty. Mercenary companies are especially apt to such- many are functionally spear companies, calvary companies, archery companies, and so on.
An Army can freely shift Training, Equipment and Spirit among one another on a 1 for 1 basis. A given attribute can not be reduced by more than 2 or rise by more than 3 of the average. Communication can be traded on a 2 for 1 basis with the other Attributes, and can not be reduced by more than 4 or rise by more than 6.
Armies composed largely of light calvary will typicall trade down Equipment and Spirit to raise Training and Communication.
Armies composed largely of archers will typically trade down Spirit for Training and Equipment.
Armies composed largely of shield-and-spear infantry (the classic phlanax) will trade down Communication, and to a lesser degree Training, to focus on Spirit and Equipment.
