The Great Curse and the Dragon Blooded

There appear to be two effects of the Great Curse, one is destructive and happens when the Terrestrial has his anima banner flaring and reaches 0 temporary Willpower which leaves the Terrestrial indulging in his elemental nature.

But what is this mention of the standard Nature-related Compulsion characters are required to fulfill? I can't seem to find it in Dragonblooded or in Exalted. -- Somori
