Allows a character to make up to a full movement (Dexterity + 12 yards) before their initative. If two or more characters use Racing the Storm in the same turn, they resolve their movement in normal iniative order. The character may move an additional (Dexterity + 12 yards) on their initative, as per normal.

Multiplies a character's full movement by their Athletics. Additionally, they are treated as making fly-by attacks (see Exalted Player's Guide, page 201) against an opponent who cannot reach them in one turn's full movement.
