Their sleep is never restful and they can no longer regain Willpower from a nights rest. <b>History
Within the Bureau of Abstract Matters in the Bureau of Heaven there is a Department of Dreams. This department helps to figure out the many little dreams of man and beast and all things that sleep or even dream of the future while they wake. Within their own organization they are further divided into two sides. The positive dreams and negative dreams. Positive dreams are all the little things that people dream or daydream of. From rising high in society to a night with a beautiful woman there are many gods who work on such things. On the other hand there there are the Five Dukes of Terror. These five powerful Gods devise the nightmares for those who live in each direction. They are served by a small minor race of Gods that carries the dreams to sleepers but there are no intermediaries between them and those servants. Ragin of the South, Melaina of the East

The current 5 were originally part of the Bureau of Humanity but quickly changed sides to the Bureah of Heaven after the Ursupation along with most of the Dream Gods. They are surprisingly close knit and devoted to their work. Each takes pleasure in the fine craftsmanship of a well tailored terror. Such singular attention to detail would ruin things through delays in nightmares but for their stock of generic terrors they use while crafting a particular torment. To the unwise it seems odd that they do not try to make everyone's sleep a terror but they are smarter then that. Trying such things would dull the effect of a nightmare or drive mortals to madness. Either is bad for their domain.

In regards to their opinion of the First Age and the Second Age they prefered the First. The second has too many instances where life itself is as horrible as any nightmare and even the terrors they inflict are a respite from the reality of life. They hate the Fair Folk who remove the ability to dream from mortals. Further they are opposed to the Deathlords and the works of Demonkind. While each is a potent source of fears they would make waking life worse then any nightmare and so they oppose this. Only when life is stable and more or less safe are nightmares truely appreciated. When life is hard too quickly they are ignored to focus on the present.

In public they seem to ignore their once coworkers of the Bureau of Humanity. They have little interest in the Bureau of Nature but they do work closely with the Buraeu of Destiny for when a particular dream is needed to cause something for Fate or when gods wish to send nightmares to serve as warnings to their priests. Each God as well contains files covering the nightmares of each direction. Careful sifting through of this information can tell one the secret fears at a person's heart. Since Gods do not dream though their power does not earn them suspicion from other Gods.

Within Yu-Shan the 5 share a single manse. A dark forbodding structure it remains a powerful Celestial Manse they all share. In it they store in Dreamstones their most successful and terrible dreams. They are secure in their positions. Their are no underlings they need fear. They all support each other against outsiders when it comes and have long horded the rewards and wealth they have gained from their long and loyal service. Occasionally the Gods of Fears try to muscle in on their domain but each time the 5 Dukes of Terror come out with the upperhand over them.

<b>Plot Hooks</b>

Ragin has recently learned from the Dream Files of one of those in the South of something called the Everything Ending Terror. Some great terror of the Raksha. His interest is piqued and he is seeking either possible Sidereal Agents to help him in this or perhaps even seek those in Creation to travel to the Wyld for him.
Ragin approaches one of the Sidereals with an interesting document. The nightmare file of one of the Vizear's Sidereal foes? What price though will be asked for such a thing?
