Qingu’s retinue includes several cataphractoi and diplomats, about a hundred fairy extras (hobgoblins or otherwise), and 5 fae exalted (one from each caste).
Storytellers are advised to simply use the stats listed in the core book for fae exalts, or "baptized fae." Fae exalts of the Breaking Wave and Subtle Undercurrent castes are likely cataphractoi; exalts of the other three castes are probably diplomats. They might eventually have a higher essence score then 3, however--although I would recommend keeping their essence levels relatively even with your players’ for game balance. Fae exalted do not have as much essence as Celestial exalted: multiply their permanent essence by 10 and add their willpower to determine their essence pool. In addition to appropriate glamour and fairy magic, fae exalts can use and combo charms of their particular caste (and no other castes). They also must obey fae rules; they require dreams or manses for sustenance, cannot break sworn promises, and take agg damage from iron. Fae can only soak iron attacks with their armor as well.
Qingu’s fae exalts are quite powerful in themselves. He will often send them off separately with a few cataphractoi and extras and a summoning pearl to scout situations or gather information. A single 4-essence fae exalt with such a retinue is definitely a fair fight for a beginning solar circle. Note that fae exalts can be particularly powerful in groups, as they can use their charms teamwork-style. For example, one fae exalt can use UndertowsInvisibleGrasp to position a solar opponent helplessly in midair, just as another fae exalt is coming down on the solar with CrestOfTheBlackTsunamiAttack--the solar can't dodge and, even if he does parry, he still takes bashing damage. Yeowch. So don’t have your circle fight all 5 fae exalts at once unless you want them to diiiieeeeeeeee. This is a high-powered game; players will certainly want to employ a few perfect defenses.
