The campaign set in the 3 Countries amalgamates the rules system of (broadly) 2nd edition Exalted with the setting of Lian Hearn's Tales of the Otori, which has is divided into 3 empires by the ancient and most noble clans of the Seishuu, the Otori and the Tohan, although the size of the empires have altered significantly since the Battle of Yaegahara, in which the Otori are betrayed by the lesser clans Kitano (who fail to carry out an aranged ambush) and the Noguchi (who assault the Otori forces) and so are defeated by the Tohan, who take massive amounts of Otori land as compensation. Weaving between the warring clans, perpetuating violence while ensuring stability and making a profit to boot are the devious Tribes (non-cannon: in the books the tribe is an alliance of 5 families, in the 3 Countries campaign there are more families with more diverse abilities and heritages with far more fractious relations), who wield magical powers carefully maintained by centuries of selective breeding to retain the abilities granted by their supernatural heritage.
