Right now, my House Rules for Non Exalted characters consist of not much more than an experience point handicap. Not in how it's spent, that's already covered in canon and I feel that it's just and fair. My handicap works the other way around, where Experience gained after a session differes slightly for non-exalted characters. I'll detail this more once I have a chance.
