Xp cost of Rating x 3 is paid once only for a given Artifact plan. This should be fairly narrow, but given some margin of variance. For Example: Kolokai has paid 6xp for a Daiklave Blueprint. This allows him to produce large magical swords, of level two power. It does not allow him to make lvl 3 swords, nor lvl 2 axes. Any additional powers should constitute an additional blueprint. For a general guideline it should be more strict than a given specialty.
A blueprint may be used that one has not mastered. If a craftsman uses a blueprint found, or loaned that he has not paid the xp cost for, then the Artifact should be considered to be one level higher for the purposes of Difficulty, Successes needed, and Interval.
Multiple Craftsmen may work together on a project, normally no more than one per artifact level however. If multiple craftsmen cooperate then they both roll individually to beat the base Difficulty, and then pool their successes.

Some Artifacts are of such a large scale that they require a signifigantly greater time. Manses, Boats and Skyships are good examples of this. Realm Workshops, Shogunate Era Forges, and First Age Factory Cathedrals all are Large Scale artifacts. Seige Engines, Essence Cannons and Warstriders typically fall just short of this scale.

Keeping a work crew together requires a combination of Presence, Bureaucracy, and Socialize. Minimum Abilties are equal to the Magnitude of the crew typically. Resources expenditures typically equal the Magnitude per month.
