The People of Scarlet Haven
Dragon-Blooded of the Army
Sesus Kaijin: A Fire-Aspected Dragon-Blood, Kaijin was the younger of Ujiro's surviving officers, having been only 26 when the great campaign against the Fair Folk began. She rose through the ranks during the early years of Scarlet Haven, and eventually became the colonel of the Third Dragon. When the Wyld quakes occured, Kaijin was bedridden for a weak, but she recovered; however, she appears visibly aged by the experience and walks more slowly than she once did. Now General and leader of the town, Kaijin is left to manage a transformation she had given up hope on.
Kaijin is more tolerant of failure than Ujiro was, but she is also hot-headed and prone to making decisions without taking the time to seriously consider them. She is not so bonded to tradition as all those in the population, a fact that has caused friction with both Ragara Valos and Sesus Maddar.
Sesus Maddar: The Earth-Aspected colonel of the Second Dragon, Maddar is the son of Ujiro, and is over ninty years old. A staunch traditionalist of a nation he never truly knew, Maddar does not stand for any sort of familiarity between Dragon-Blooded and mortals, considering it insubordination; while he has no choice but to allow it in the city, he does not tolerate it in his ranks. Maddar makes no secret of the fact that he believes Kaijin is too soft to be a colonel, let alone the general, and he stops just short of insubordination on almost every command she gives.
Summer Wesden: Colonel of the Fifth Dragon and a Fire-Aspected Exalt, Wesden is a first-generation son of a suspected dalliance between one of Ujiro's officers and a mortal talonlord, and has his mother's name rather than his father's. A skilled warrior, he prefers to lead by example, striving at all times to remain an example to his troops. At just over eighty years old, he is now the youngest colonel - at least, until Kaijin names replacements for the First, Third, and Fourth legions.
Hadren Mika: A young and ambitious Air-aspected officer, Mika was Kaijin's second-in-command, and is in line to replace her as colonel of the Third. Only seventy years old, she nonetheless displays an amazing grasp of tactics, although some complain that her personal skills are lacking and she is something of an armchair general. Regardless, she has proved her worth fighting against the Fair Folk, and while she can be ruthless, she is not uncaring for her men, who love her for her demonstrated skill in Fair Folk assaults.
Darting Lynx: Spoiled and intemperate, Darting Lynx got her position halfway through personal skill and halfway through her mother's influence - a Terrestrial officer, Sesus Janii was one of Ujiro's officers. A Wood-aspected Dragon-Blood and winglord of the Fourth Dragon, Lynx is convinced of her superiority, and her lack of empathy for mortals has landed her in trouble before. Despite this, she expects to take her mother's place as a colonel, and is furious that it has not already occured.
Other Dragon-Bloods
Fruitful Contemplation: The oldest surviving Dragon-Blood in the city, Contemplation serves as the city's elder Immaculate monk. A master of the Earth Dragon Form, she is almost 140 years old, and has recently begun to look it; the disease that ravaged the Dragon-Blooded elders struck her as well, leaving her looking like an Exalt twice her age. Still, she is fit, and recovering her energy, and more than willing to give a sound thrashing to a younger Exalt who is not following the Immaculate teachings. Contemplation has little patience for people's foolishness, although she is tolerant of errors and willing to teach a youngster why they are going astray.
Ragara Valos: An eighty-year old sorcerer of the Water Aspect, Valos has long agitated for trying sorcerous means to gain access to the Reality Engine, hoping it could be modified as a weapon to fight the Fair Folk more efficiently. The leader of the sages of the city, Valos keeps tight control of his mother's books - the only books of sorcery available to any in the city. Anyone who wishes to learn sorcery must serve as his apprentice, putting up with his fickle moods and lack of respect for his lessers.
Todaya Gelu: One of the city's foremost farmers, Gelu is the Wood-aspected Exalt who oversees farming and the animals of the region. Seventy-five years old, he is well-respected by the area's farmers, but disdained by many of the city's soldiers for his relatively pacifistic views on life. Gelu is an orphan, given away by his Dragon-Blooded mother shortly after his birth; he has narrowed the list of potential parents to a half-dozen, but most of them are dead, and he accepts that he will likely never know his parentage.
Mortals
Sesus Jaden: A winglord of the Fourth Dragon, Jaden is a phenomenally talented soldier, notably more so than the legion's other winglord, Darting Lynx. Because of this, Sesus Kaijin is planning to promote him to the legion's first mortal colonel, over the objections of Lynx and the misgivings of Maddar. Still, Jaden is the only logical choice to replace Sesus Janii, and if Lynx is chosen, it could lead to a mutiny among his men (and hers).
Guren Odan: The current buerocrat in charge of foodstuffs in the city, Odan is technically the 'Quartermaster', but in practice handles almost all of the city's day-to-day operations. Ujiro trusted him immensely, giving only cursory attention to the various proposals Odan drafted and rarely bothering to countermand him. Kaijin seems prepared to do the same; while she makes sure that she agrees with Odan's decisions, she has yet to turn one down.
Sesus Ladash: General Kaijin's aide is a middle-aged mortal, good-natured and usually immune to panic or awe.
Ragara Kyll: The leader of the Fourth Dragon Left Wing's First Talon, Kyll is a loudmouth and a bit of a braggart, although he is generous enough and doesn't start fights. He idolizes Darting Lynx, which may explain his position given his near-complete lack of talent as a general - he is a skilled warrior, but with little head for tactics or advanced maneuvers. His squad is in charge of core defense, so he rarely needs to excercise advanced tactical awareness.
Tepet Sarasa: A relatively young woman, Sarasa is in charge of the Fourth Dragon, Left Wing, Second Talon, which covers the archers and scouts of Darting Lynx. She is known to support her commander wholeheartedly in public while quietly sidestepping around her as much as possible, and generally buys into her commanding officers' notions of Dragon-Blooded inherent superiority.
Glittering Dimir: The leader of the heavy infantry division of the Fourth Dragon, Left Wing - Third Talon - Dimir is a holdover from before Darting Lynx came to power - the only one remaining. Over fifty years of age and approaching retirement, he is a skilled if cautious tactician, who has earned the respect of his people. Unfortunately, his pendantic nature means that Darting Lynx rarely listens to his advice.
Sesus Lark: A glory hound and leader of the Fourth Dragon, Left Wing, Fourth Talon - the light infantry - Lark is gregarious and irrereverent, but reins in his natural exuberance when in the presence of his superior officers, masking it behind general eagerness. His attitude around his commanding officer is entirely different from that around anyone else, and she has yet to realize the difference.
