A standard marine is basically an extra. A Competent or even Elite Opponent (see Exalted, page 241), but still an extra. Using that page as a baseline, consider the following.
As a ship's cramped conditions tend to preclude long weapons, a marine is usually armed with a chopping sword or an axe. He will carry a bow, likely a longbow. A composite longbow is better but IIRC, sailing conditions means bows require a lot of maintenance, and it might not be practical to maintain a composite bow. He will have a knife. It's just too useful a tool on a ship. If he can afford it, he'll probably carry a buckler or target shield. Armor will be light, so he can take it off quickly in case he falls overboard, most likely buff jacket.
This means:
Competent Opponent: Base initiative 5. Base pool 5. Valor 3, Willpower 4. Difficulty to hit +1 due to shield. Soak 3L/4B (buff jacket).
Elite Opponent: Base Initiative 6. Base pool 6. Valor 4, Willpower 6. Difficulty to hit +1 due to shield. Soak 3L/4B (buff jacket).
