Blood Dragon Bureaucracy
Efficient Backstabber's Protocol</b>

Through use of this Charm and a simple touch the character can render even the most efficient and capable bureaucrat into a bumbling fool, siphoning off their knowledge of procedure and protocols so that he can quickly gain ground in whatever initiative the Blood-dragon intends to support.
When this Charm is activated the Blood-dragon may spend motes of Essence to reduce a target's Bureaucracy Ability by two dice per mote spent, increasing his own Bureaucracy by one die per two dice lost at the same time. The Blood-dragon may not reduce a target below 0 in the Ability (but may reduce specialties) nor may he more than double his own Ability + Specialty rating. Multiple targets may be affected by this Charm, the effects on the using Exalt stack up to the maximum dicepool bonus.
Confidence Shattering Remark</b>

With a single well-timed and flawless executed word the Exalt can fill a person's heart with uncertainty, undermining their confidence and forcing them to review there own words and often discover flaws that simply do not exist.
When this Charm is used a single target must immediately re-roll a single Bureaucracy check, taking the worse of the two rolls. This victim of this Charm must be able to hear the Exalt using it speak.
Spider Makes His Nest</b>

Like an engorged spider at he center of his web, the Blood-dragon with this Charm can sense all the activity in his domain of control. To use this Charm the character must be an actual part of some organized and controlled social group, large or small. The exact roll the Exalt holds does not have to be one of power, but he must be an actual part of the organization. Once he has established himself as part of it he can then attune himself to the flow of information about the area, sensing for any hostile or dangerous activity before it becomes a problem.
When this Charm is used the character will, so long as he retains commitment, sense if any bureaucratic agenda or activity occurs within the organization that in some way relate to him. This awareness merely points out such activity exists, not its exact nature or purpose. It also doesn't matter where the Blood-dragon is when he receives this information. He will feel the start of such actions as a vague and disturbing, but identifiable, tingling in the back of his skull. Also, as long as this Charm is in action the character may substitute his Bureaucracy for his Socialize skill when attempting to discover the nature of such ill omens.
Evidence Misplacing Action</b>

Using this Charm the character can chose a single subject, person or task and make sure that all the relevant data about that thing will become hopelessly lost and misplaced. Once activated the data concerning that one thing becomes lost in bureaucratic backlogs. Documents are misfiled, physical evidence is mistakenly thrown out or tainted and otherwise the pertinent information simply becomes unavailable from that point forward.
This Charm fails when presented with supernaturally efficient bureaucratic efforts. Any use of such Charms will instantly trump the effects of this Charm. However, they person who is trying to recover the lost evidence must still make a Bureaucracy roll with a difficulty equal to the Blood-dragon's permanent Essence to locate all the lost data.
Relentless Intimidation Protocol</b>

Using this Charm the character can improve the efficiency of any organization by instilling fear and despair into the hearts of all those who work within it. To use this Charm the character must be in a position of authority, and must speak in a threatening manner to all those who work under his aegis. The speech need not be overtly threatening, but everyone who hears his words will walk away convinced that their career, well-being and maybe their very lives depends on them working beyond their usual selves and achieving better-than-expected results.
The effects of this Charm improve efficiency of one task by 2 percent per success rolled on a Manipulation + Bureaucracy roll. However this lays a heavy toll on the workers. At least 5 percent of the group driven in such a way will crack from the pressure. This means that, in the best case, they will be forced to quit or retire and, if they are subject to repeated use of this Charm, they could end up undergoing a complete (and possibly violent) nervous breakdown.
Blood Bond</b>
<b>Cost: 10 motes, 1 Lethal Health level, 1 Experience Point\\ Duration: Instant \\ Type: Simple\\ Min. Bureaucracy: 5\\ Min Essence: 3\\ Prereqs: Relentless Intimidation Protocol, Spider Makes His Nest\\
Through use of this Charm the character can ensure to loyalty of one single victim. To use it the character must force the victim to imbibe some of the Blood-dragon's vital fluids, as represented by the lethal health level cost of this Charm. Once that is done the rest of the Charm must be paid for and the Exalt rolls their Manipulation + Bureaucracy versus the target's Willpower and must score a number of successes equal to the victim's permanent Essence. If the roll fails the motes and Experience Point are lost.
If they succeed the victim will find himself bound to the will of the Exalt. He can not knowingly allow his new master to come to harm, and will obey the letter of the man's commands for the rest of his natural lifespan. This loyalty is supernaturally enforced, and to the victim it feels like an overwhelming meekness towards the Blood-dragon. This effect is equivalent of a Labyrinth circle effect, and it may specifically be undone by Onyx or Adamant Countermagic. This Charm has no effect on beings whose permanent Essence exceeds the users.
