Character Description
As an NPC, I don't have too much written on the Tuginda. Hers is also the backstory of all of Bekla, and a brief outline (which still is pretty weak, plot-wise, but as it's behind the scenes it doesn't matter too much) is below.
The Tuginda is simultaneously the high priestess and the object of worship of the cult of Shardik, the great bear, and has been for several hundred years. This double existence (and, indeed, usually single, as her people's faith is such that they don't need to see the bear more than once every twenty or thirty years) is what has allowed her to survive on the fringes of a Realm protectorate in the Threshold without drawing the attention of the Wyld Hunt. It is her dream to see her people, the Ortelgan people, back in place as rulers in Bekla, with the cult of Shardik their official religion. She isn't interested in much beyond this, but her new companion has other plans for her, the cult, and the Ortelgan people.
During the First Age, Bekla was a minor city with a minor manse, almost a country villa to the Solar and Lunar exalts who ruled it together. The two ruled fairly enough, but this did not save them from the Usurpation. After their Dragon-Blooded troops slew them, their loyal mortal supporters fought their way to the shores of the Telthearna river and a holy place there, where the new rulers of Bekla were happy to leave them to a debased life in the river mists, scratching out a meager existence in the mud and the reeds. The Ortelgans eventually elevated the memory of their Exalted rulers to gods, and worshipped them as such. When the Lunar now known as the Tuginda (the title and name of the head of the cult, which position she assumed) exalted among them, she found it easy enough to convert that worship to worship of herself and her totem as the power of the sun god manifest in Creation. She dreamed of retaking Bekla for her people, but the Realm always kept it well-guarded, and she was too weak of a fighter to do it herself. Until now... (bum bum buuuum!)
