-Hey, sorry about the five month delay in a reply, but I rarely check this page. In any case, I think you misread the form charm. It doesn't give reflexive defense at all. It just makes you aware of all attacks and lets you parry things that are not normally parryable. You still need an available action to take a parry. So it gives you the capability to parry anything, adds your perception to damage, and makes you do lethal. I thought it was incredibly balanced for 8 motes. | -Hey, sorry about the five month delay in a reply, but I rarely check this page. In any case, I think you misread the form charm. All Seeing Eye Style
Hyuga Family History
The Hyuga family is divided into two factions. The main family and the branch family have held their respective castes for as long as the family has been in existence. The main family has always been stronger than the branch, until the Exaltation of Hyuga Neji as a Dawn Solar. Neji was the prodigy of the branch family, destined to serve the head family, and to be the guardian of their heiress, Hyuga Hinata. Neji defied his fate later when his father was betrayed by the main family.
Both sides of the Hyuga family were nothing more than a group of heroic mortals, though the family was founded by a God-blooded many generations past. Many members of the family have eyes that are far more receptive than those of normal people. The eyes, called by the family their “Byakugan” were strangely adept at aiding with the family's intuition. With this strange ability, the family developed a very unique style of martial arts, based around their abilities to detect the weakest points on their enemies’ bodies.
After Neji’s Exaltation, he found that the style that his family had developed could be infused with Essence, making if far more formidable, and even horridly dangerous. Some short time later, Hinata herself Exalted as a Changing Moon Lunar, and discovered the same thing. The two to this day are rivals, though Hinata is willing to forget the past. Neji lives only to defy his status in the Hyuga family.
No weapons are compatable with any of the charms in this tree, though armor with a mobility penalty and a fatigue rating of less than two each is compatable with all but the form charm.
Charms
Diving Eagle Eye Method
Cost: 4 Motes Duration: Essencex2 turns Type: Simple Minimum Martial Arts: 2 Minimum Essence: 1 Prerequisite Charms: None
By means of the Sharp Eye Method, the martial artist can analyze an opponent’s fighting style and armor, finding the weak parts in their various forms of defense. For a number of rounds equal to twice the martial artist’s essence, all attacks the martial artist makes gain a number of dice equal to their perception, as they are better able to detect the weak points in their opponent's defense.
Tenketsu Strike
Cost: 3 Motes Duration: Instant Type: Suppelemtal Minimum Martial Arts: 3 Minimum Essence: 2 Prerequisite Charms: Diving Eagle Eye Method
According to the Hyuga Families studies, there are sixty four points on the human body that their essence flows through, called Tenketsu. Striking these points has proven to be far more painful than general hits to the body, as can be proven by striking well knows example of these points: the temple, the throat, the genitals, etc. When using the Tenketsu Strike, the martial artist forces some of their own essence through the strike, causing the attack to do lethal damage. In addition the strike is amazingly painful, as searing essence flows through the target’s body. The victim suffers a dice penalty to all actions equal to the martial artist’s essence for a number of rounds equal to the attacker's essence.
Attack Following Eyes
Cost: 4 Motes Duration: Essencex2 turns Type: Simple Minimum Martial Arts: 2 Minimum Essence: 1 Prerequisite Charms: None
The sharpness of the Byakugan allows for a martial artist to see the flow of an enemy attack, giving them that greater a chance to avoid the strike. For a number of turns equal to twice the martial artist’s essence, the martial artist gains a number of dice on all defensive maneuvers equal to their perception, their enhanced senses letting them adapt faster to their opponent’s strikes.
Byakugan Glimpse Technique
Cost: 3 Motes Duration: One turn Type: Reflexive Minimum Martial Arts: 3 Minimum Essence: 2 Prerequisite Charms: Attack Following Eyes
The eyes of the Hyuga family are keen indeed, and the full force of their sharpness may be opened for just an instant with this technique. When using this ability, the veins around the eyes of the martial artist stand out and their pupils and irises fade to a matte grey. When their eyes are in this state they can see 360 degrees, perceive essence flows, and they gain their perception on all defensive martial arts rolls for the turn. While using this charm, it is impossible for the martial artist to be surprised. The true power of the Byakugan also allows them to tell the general nature of any charms used against them if they have seen similar charms with essence flows before. This does not give them a dice advantage in any way, but it does allow them to have that information before choosing their own defense. Even though this technique is not instant in duration, it may be added to a combo normally.
Tenketsu Sealing Attack
Cost: 5 Motes Duration: Instant Type: Supplemental Minimum Martial Arts: 3 Minimum Essence: 3 Prerequisite Charms: Byakugan Glimpse Technique, Tenketsu Strike
By combining the magical sight of the Byakugan with their knowledge of the Tenketsu, Exalted members of the Hyuga family can cause immense hindrances to their opponent. When using this technique, the martial artist can activate a very specific ability of their special eye, letting them see the Tenketsu of their opponent, and how each of the spots connects to the next.
The second portion of this attack is the portion that assaults their opponent. As their strike hits, the martial artist forces essence through their hand or foot, and by using their mastery over their power, forces it through their opponent’s Tenketsu, wedging it in the way of their opponent’s normal essence flows. The effect of this attack is startling. Their target becomes unable to use some of their essence until the attacker’s blocking essence fades away.
Mechanically, a number of motes equal to the extra successes on their attack roll, plus the martial artist’s essence are sealed, completely unable to be used. This effect lasts until the end of the scene. The victim of this attack feels a slight numbness in the area where they are hit, though this is merely a side result, and has a negligible effect in combat.
All Seeing Eye Form
Cost: 8 Motes Duration: One Scene Type: Simple Minimum Martial Arts: 4 Minimum Essence: 3 Prerequisite Charms: Tenketsu Sealing Attack
Though the Byakugan’s abilities can be used for brief times, its full potential is shrouded most of the time. While using the All Seeing Eye Form, the Byakugan opens, revealing all to the martial artist. The Exalted can freely see all essence flows within his essence in meters, he can see 360 degrees, and he can extrapolate from the initial motions of someone’s actions. The martial artist can see the Tenketsu of their opponent, and as such they can use this information to cause deadlier blows.
It is impossible for a Martial Artist to be surprised while using this form, as they can see and perceive the flows of essence near them, as such they are able to defend from any attacks made at them. If the attack is not specifically perfect in nature, they may attempt to avoid it as normal. Attacks that cannot be parried or dodged may be treated as through they were normal. In addition, they are aware of the nature or all attacks made against them, and as such may know the general effect or enhancements on all attacks made against them.
The martial artist gains a number of dice on all martial arts actions equal to their perception rating, and due to the fact that they can effortlessly see the Tenketsu of their opponent, their attacks do lethal damage.
This is a form charm, and is incompatable with armor or other form charms.
Kaiten Defense Maneuver
Cost: 4 Motes Duration: Instant Type: Reflexive Minimum Martial Arts: 4 Minimum Essence: 3 Prerequisite Charms: All Seeing Eye Form
Once one has mastered the All Seeing Eye Form, their knowledge of the Byakugan has almost certainly let them to a greater understanding of how their senses function. Kaiten is a defensive form that extrapolates on this premise. By activating this charm, the Martial artist uses magically enhanced senses to feel the essence flows near them, detecting an attack and helping them avoid it. The martial artist spins in place, a ring of essence flows out from their body, catching their opponent’s attack. The martial artist gains a reflexive defense action, with their full martial arts plus dexterity pool, against any attack that they may or may not be aware of normally, and converts a number of dice on the appropriate roll equal to their perception as successes. If the attack is stopped completely, the attacker is hurled back a number of yards equal to the martial artist's essnce.
Hakkeshou Kaiten
Cost: 6 Motes, 1 Willpower Duration: Instant Type: Supplemental Minimum Martial Arts: 5 Minimum Essence: 4 Prerequisite Charms: Kaiten Defense Maneuver
Kaiten allows the martial artist to defend against attacks with much skill. Hakkeshou Kaiten, or Defense of the Eight Divination Signs, takes this defense and adds a method of attack to it. Though this method does not alleviate the results of an enemies attack, it forces their energy back at them. The Martial artist must be making a defensive action when they activate this charm. While defending, their essence forms eight circles around their body as they spin to guide it. Immediately after thier opponent’s attack, a blow of pure essence strikes back at the attacker with the exact proficiency and force that their own attack was made with. The attack is considered to have the same number of successes to hit as the attackers, and it has the same raw damage that the attacker had, prior to extra successes being factored in. The attacker must have a free defensive or reflexive action in order to protect themselves from this counter attack. If the attacker is struck by this phantom blow, he is hurled back a number of yeards equal to the martial artist's essence.
Juuki Technique
Cost: 5 Motes, 1 Willpower Duration: Instant Type: Simple Minimum Martial Arts: 4 Minimum Essence: 3 Prerequisite Charms: All Seeing Eye Form
The Juuki Technique strikes at the Tenketsu of the martial artist’s opponent with softened blows, though heavily laden with Essence. If the blow lands successfully, a single level of bashing damage is inflicted on the victim, and the attacker’s essence flows into all Tenketsu near where the blow lands. A number of lethal dice are dealt to the victim of the attack equal to the martial artist’s essence, plus extra successes on the attack roll. This damage may not be soaked, as the damage is to their very essence, and is healed differently. As the damage is not physical, the body cannot simply repair itself to alleviate the victim of the wounds. The target instead heals a number of levels of this essence damage equal to their own essence daily. The victim of this attack may not magically heal this damace with charms or powers that they possess, though techniques used by others can aleviate the damage.
Juu-Kenpou
Cost: 8 Motes, 1 Willpower, 1 Health Level Duration: Instant Type: Simple Minimum Martial Arts: 5 Minimum Essence: 4 Prerequisite Charms: Juuki Technique
Juu-Kenpou is a terribly powerful technique for using an enemy’s Tenketsu against them. The martial artist makes a single strike at his opponent, though first charging his limb with a tightly compacted orb of essence. At the last instant of the attack, the martial artist opens this essence up, letting it explode from his own Tenketsu, ripping through his own body as it courses into all sixty four of his opponent’s Tenketsu.
The attack does no damage, but if it connects, all of the opponent’s Tenketsu are sealed completely, leaving them unable to utilize their own essence. The attack, while potent, does not last for long. The effect only holds for a number of rounds equal to one plus the attacker’s essence less their opponent’s essence. Even if their opponent’s essence is higher than the martial artist's, it cannot reduce the block to less than one turn.
Torrent of the All Seeing Eye
Cost: 12 Motes, 1 Willpower, 2 Health Levels Duration: Instant Type: Supplemental Minimum Martial Arts: 5 Minimum Essence: 5 Prerequisite Charms: Hakkeshou Kaiten, Juu-Kenpou
The martial artist may only activate this charm when they are defending. The ultimate ability of the Byakugan is to sense the true flows of essence in both the user of the Byakugan and their opponent. This allows one that has trained sufficiently to block their own Essence circulations, letting their power build up, pooling it for one great strike. Using this technique is terribly harmful to the body, as the abundance of essence in one area of the body is harmful, and the release can be devastating.
As they attempt to block an attack, they spin incredibly quickly in place, letting their essence build at the outside of the spin, almost as it centrifugal force had pushed it there. As their opponent’s blow tries to connect, the martial artist releases this energy, letting it erupt through their own Tenketsu. This energy strikes their opponent, coursing into their body, ripping them apart from the inside.
The attack uses the results of the defense roll that the martial artist made, and has a base damage equal to their essence plus their martial arts. All damage from this attack is aggravated, and will not heal for a number of weeks equal to the martial artist’s essence rating, as the Tenketsu of the victim are damaged horribly. The attacker must have a free defensive or reflexive action in order to protect themselves from this counter attack.
The martial artist suffers a -1 penalty to all physical actions until the health levels lost in the activation are healed, as their Tenketsu are damaged as well as their body.

Comments/Suggestions
I was quite happy with the balance of this style until I reached the form, I believe both the requirements and the cost are extremely low for a charm which negates inapplicability for the scene, I would suggest at least raising the cost to 8m 2w. Diamond Actually to solve the problem, I came up with other mechanics which were at a decent power level, but without the overpower of the original.
ASE Form : Cannot Be Surprised, Scenelong Parry, Parry+=MA, Parry@MA even against unparryable attacks.
Otherwise the Ess Req and Cost have to go up by a significant amount. Diamond
